boil water to ~200°f
whisk 1 teaspoon instant coffee, 1/4 cup cocoa powder, and 1/2 cup boiled water into a small bowl
whisk 1 2/3 cup all-purpose flour, 1/2 cup cocoa powder, 2 teaspoon baking powder, 1/2 teaspoon baking soda, and 1 teaspoon salt into a medium bowl
whisk 1 cup granulated sugar, 1/3 cup oil, 2 egg, 1 egg yolk, and ~3 teaspoon vanilla extract into a large bowl
mix in 3/4 cup sour cream and the bloomed cocoa powder
gradually add dry ingredients into wet ingredients bowl until just combined
fold in ~1 cup chocolate chips
preheat the oven to 375°f
evenly transfer and distribute the muffin batter mixture to a muffin tin lined with cupcake wrappers
top with chocolate chips
bake for ~27 minutes or until a toothpick stabbed into the middle comes out mostly clean
